Good Water Good Fish Logo Design Competition

Background and Purpose
After arriving in Hong Kong, some Dongjiang water is stored in local reservoirs, such as the Plover Cove (“PC”) Reservoir. The Water Supplies Department (“WSD”) regularly releases fish fry into the PC Reservoir and catches mature fish to maintain ecological balance and preserve good water quality. To make efficient use of fish resources, the WSD collaborates with the Fish Marketing Organization to produce fish products using quality fish of the PC Reservoir for sale in the market. This initiative not only makes efficient use of resources in reservoirs but also sustainably safeguards the reservoir's water quality.
The WSD and the Agriculture, Fisheries and Conservation Department (“AFCD”) collaborated across departments to complete the registration of the PC Reservoir as an accredited fish farm under the AFCD’s Accredited Fish Farm Scheme at the end of last year, marking the first registration of local impounding reservoir. Thus, the fish caught from the reservoir are recognised for their remarkable quality. To celebrate the 60th anniversary of Dongjiang water supply to Hong Kong, the WSD (the “organiser”) is organising the “Good Water Good Fish Logo Design Competition” with the full support of the AFCD. The competition, aiming to promote local fish grown in reservoir of high-quality Dongjiang water, enhance public awareness of local high-quality fish products, and promote “Made in Hong Kong”.
Theme
The entrants must feature logos that effectively represents high-quality fish products from local reservoir under the theme “Good Water, Good Fish”. The champion design of the competition will be used as the logo for high-quality fish products from local reservoir and could be widely used in promotional activities, advertising materials, product packaging, store displays, and websites.

Specifications and Requirements
- The entry must be original digital graphic designs and cannot incorporate computer software-generated elements or online materials (e.g., Clip Art, AI Midjourney). Physical submissions will not be accepted.
- Submission Formats: The entry must be in JPG or PNG format, with a resolution of at least 300 dpi. An additional AI or PDF file is required for logo production.
- Submission Size: The file size of the entry must not exceed 10 MB in total.
- Design Concept Description: A description of no more than 200 words in Chinese or English illustrating the design concept must be included in the entry form.
- The entry must be submitted on an individual basis, and each entry must be solely created by the entrant, not previously published in any public competition, online platform, or social media, nor have received any awards.
Competition Terms and Conditions
- Each entrant can only submit one entry for the competition. If an entrant submits more than one entry, only the last submission will be considered for evaluation, and all other entries will be invalidated. Additionally, entrants must register under their real name, otherwise, their eligibility will be revoked, and all submitted entries will be invalidated. HKID, passport, or other official identification document must be presented for verification upon prize collection.
- Once submitted, an entry cannot be replaced or modified. Non-compliant entries will be disqualified without further notice.
- By submitting an entry, the participant hereby grants in favour of the Government, its authorised users, assigns and successors-in-title a royalty-free, non-exclusive, irrevocable, perpetual, worldwide, transferrable and sub-licensable licence to Use the submitted entry (including its logo and short description) for all purposes contemplated in the competition. Such licence shall include without limitation the right to copy, modify, display, exhibit, publish and distribute the submitted entry, or to communicate the same in any media for promotional or educational purposes. The Government taking any actions described above does not imply that the entry will receive any award.
- Entrants are required to comply with relevant intellectual property laws. The entry must be an original work of the entrant and must not be created or resulted from any act of plagiarism, previously published, or adopted by any other organisation. The entrant must ensure that the entry (including its logo and short description) does not and will not infringe the Intellectual Property Rights or any other rights of any person; otherwise, the entrant shall be responsible for all legal liabilities and consequences. Any violations of the above will lead to disqualification of the entry, and the organiser reserves the right to withdraw or recover any awarded prizes.
- The entry must not contain any commercial or religious propaganda, obscene content, profanity, violence, political elements, defamatory, or any identifying logos or marks of the entrant’s identity; otherwise, the entry will be disqualified.
- The entrant hereby agree and undertake that, if his/her entry is selected as the winning entry of the competition, the entrant shall assign all Intellectual Property Rights in the winning entry (including its logo and short description) to the Government for free. Entrants hereby agree that the organiser shall retain perpetual rights to copy, Use, modify, display, exhibit, publish and distribute the submitted entries, or to communicate them in any media for promotional or educational purposes, without any compensation or prior notice.
- Entrants hereby agree that the Government shall be the owner of the Intellectual Property Rights in the winning entry (including its logo and short description) pursuant to the assignment mentioned in clause 6 above, and shall have the right to use the winning entry in the course of trade or business in relation to any goods or services and to distribute display, publish or communicate the winning entry at any occasion for any purposes including, but not limited to, promoting high-quality fish products from local reservoir.
- The winning entry shall be subject to examination regarding eligibility for trademark registration. If a winning entry fails to meet the requirement, the organiser reserves the right to forfeit the prizes involved without any liability or compensation to the selected entrants or any other persons, and other eligible entries may be selected as the winning entry.
- If an entry is selected as the winning entry of the competition, the organiser reserves the right to modify the design, including adjustments to colour, size, shape, resolution, and creating different versions.
- The adjudication results are subject to the final decision of the adjudication panel. Entrants must accept the decision, as no appeals or objections will be considered. The organiser reserves the final decision-making authority over the competition.
- The organiser reserves the right to interpret and revise the competition terms and conditions without prior notice. In case of any discrepancy between the Chinese and English versions, the Chinese version shall prevail. In case of disputes, the organiser retains the ultimate authority to make the final decision.
- Members of the organising team and supporting organisations, adjudication panel, and their immediate relatives are not eligible to participate in the competition.
- The organiser assumes no legal responsibility for any delays, loss, errors, unrecognized submissions, or damage to uploaded or registered data caused by technical issues related to computer systems or networks. No disputes will be considered.
- By submitting an entry, the entrant hereby agrees to abide by and accepts all competition terms and conditions, unconditionally waiving all claims against the Government for the Use of her/her entry (including its logo and short description).
- These competition terms and conditions shall be governed by and construed in accordance with the laws of the Hong Kong Special Administrative Region, and shall be subject to the exclusive jurisdiction of the courts of the Hong Kong Special Administrative Region.
Entry Submission Date
Entries must be submitted on or before 31 August 2025. Late submissions will not be accepted.

Entrants are required to submit their entries in JPG or PNG format, along with AI or PDF files, a design concept description, and the entry form to the designated email address: logo2025@wsd.gov.hk. The file name must indicate the entrant’s name, and the email subject should state: “Good Water Good Fish Logo Design Competition”.

Assessment Criteria
- Content and Concept: Relevance to the theme and representation of high-quality fish products from local reservoir
- Design and Creativity: Originality and creativity of the design
- Artistic Technique: Overall aesthetics, colour coordination, and visual appeal
Adjudication Panel
Entries will be assessed by an adjudication panel comprising the following members:

The organiser may change the composition of the Adjudication Panel without prior notice.
Announcement of Result
Winners will be notified individually and invited to attend the award ceremony to present their winning designs and share their creative insights.
