Participation in the "Let's Save 10L Water" Campaign

1. What should I do if my friend would also like to participate in the Campaign?

This Campaign targets at the general public of Hong Kong. Anyone interested in the Campaign are welcome to sign the Commitment Certificate in the 'Let's Save 10L Water' Campaign website to register for participation.

2. I am living in a sub-divided flat without an independent water meter, can I enroll for this Campaign?

This Campaign aims to encourage the public to build up a water conservation habit in daily life. Even though you do not have an independent water meter to monitor the actual amount of water you saved, you are welcome to sign the ‘Commitment Certificate’ to put water conservation into practice as a support for protecting water resources on the Earth.

My premises have been installed an additional water meter for measurement of water used for irrigation and swimming pool. Shall I still be eligible for joining the Campaign?

Yes. Your water bill should have listed out the readings of each water meter separately. You may refer to the water consumption recorded by the meter for domestic water use for monitoring your performance in water saving.

Can company customers / non-residential personal customers register for the Campaign?

At present, this Campaign is for participation by domestic households only. However, in case you would like to support this Campaign in the name of a company, you are welcome to contact us by the email available at the “Participating Organisations” webpage. As a compliment for your support, the name or logo of your company will be added to the said webpage.

5. If a residential flat is registered under the name of a corporation, will it be eligible to join the Campaign?

Yes. Same as the other domestic households, you can log on to the webpage of “Let’s Save 10L Water – Joint Declaration” to sign a “Commitment Certificate” on-line. If you wish to obtain a pair of complimentary flow controllers, you can complete and submit the relevant application form to WSD. Please note the flow controllers are distributed on a first come first served basis whilst stocks last.

7. How can I obtain the complimentary flow controllers provided by WSD?

You can log on to the webpage of “Let’s Save 10L Water – Joint Declaration” , and sign a “Commitment Certificate” on-line to pledge your support for conserving water. You can then fill in the application form for obtaining the flow controllers and return it to WSD by email, fax or post. Each participating domestic household is entitled to only a pair of complimentary flow controllers once. Requests are accepted on a first-come-first-served basis whilst stocks last.

8. What should I do to make my request for flow controllers successful?

You are required to fill in all information marked with “*” in the 'Request Form for Flow Controllers'. You should also make sure that the Name of Registered Consumer and Account Number filled in match with those stated in your water bill. Incomplete or incorrect information will hinder us from processing your application. Please also note that each participating domestic household is entitled to only a pair of complimentary flow controllers once. Requests are accepted on a first-come-first-served basis whilst stocks last.

9. I have tried to submit the flow controller request form by email but failed. Please advise how can I submit the form again?

Apart from email (save10litreswater@wsd.gov.hk), the form can also be submitted by fax to 2802 2579. Alternatively, you may submit the form by post to the following address:

10. I have tried to submit the flow controller request form by fax but failed. Please advise how can I submit the form again?

It was probably because that the fax line was busy. Apart from submitting the form by fax to 2802 2579, you can also try submitting the form by email to save10litreswater@wsd.gov.hk or by post to:

11. How can I know WSD has received my flow controller request form?

If you submit the request form by email, you will receive an acknowledgement email automatically generated by our computer system informing you that your application is being processed.

If you submit the request form by fax or post and would like to check the status of your application, please telephone 2824 5000 to provide your name, account number and contact phone number to us. Our staff will contact you later to inform you of the status of your application.

12. My sister and I have signed the Commitment Certificate and returned the flow controller request form separately. Will each of us be eligible for receiving a pair of flow controllers?

Each participating household is entitled to only a pair of complimentary flow controllers once. Even if more than one family member from the same domestic household have submitted request for flow controllers, only one pair of flow controllers will be sent to the household.

13. I am living in a sub-divided flat with an independent water meter / account number. Can I request the flow controllers?

As for application of flow controllers, due to the limited quantity of flow controllers, we can only provide flow controllers to registered water consumers upon their requests. If your water meter/ account is not registered under WSD, your application for flow controllers cannot be accepted. However, you can also participate in this Campaign. Just as the other participants, you can log onto the webpage of “Let’s Save 10L Water – Joint Declaration” to sign a “Commitment Certificate” on-line to pledge your support for using precious water wisely.

14. We are the tenant of the flat we are residing in, and the water bill of our flat is delivered to the landlord direct for settlement. Are we eligible for requesting the flow controllers?

Since each participating household is entitled to a pair of flow controllers only, and the water meter of your rented flat is registered by the landlord, please liaise with the landlord to request him/her to submit the request form for flow controllers for use in your flat.

15. We are new owner of the flat and we understand that the previous owner has requested and installed the complimentary flow controllers obtained from WSD but yet have them removed before handing over the flat to us. Are we still entitled to request the flow controllers ?

Each participating registered domestic household is entitled to request a pair of complimentary flow controllers once, and “registered domestic household” is identified by the Name of Registered Consumer and Account Number stated in the water bill. Since change in owner of property must be registered with WSD for creation of a new account, you can use the newly assigned Name of Registered Consumer and Account Number to submit a request for flow controllers, and your application will not be affected by that made by the previous owner. Please note that the flow controllers are distributed on a first-come-first-served basis whilst stocks last.

16. If I have more than one premises, can I apply for a pair of flow controllers for each of my premises?

Yes, you can request a pair of flow controllers for each of your premises provided that the account numbers shown on the water bills of your premises do not duplicate. Each participating registered domestic household is only entitled to receive a pair of complimentary flow controllers once.

Arrangement for Delivery of Flow Controllers

17. What will WSD do after receiving the flow controller request form?

After verifying the correctness of the information provided in the request form, WSD will send out the flow controllers by post whilst stocks last.

18. I have followed the instructions to provide all information required for requesting flow controllers, so when will I receive the flow controllers?

Each participating domestic household is entitled to a pair of complimentary flow controllers once on a first-come-first-served basis whilst stocks last. Under normal circumstances, if your application is successful, we will send a pair of complimentary flow controllers by post to the mailing address stated on your water bill within about three months from the date of receipt of your request form. The first batch of flow controllers have been delivered to successful applicant by post since mid of April 2014. If you have not received the flow controllers in more than 3 months, you can assume that your application is unsuccessful or is being processed due to incomplete information.

Installation Method of Flow Controllers

19. I have got a pair of flow controllers already. Will the Water Supplies Department provide assistance in the installation?

The installation method of flow controllers is very simple. You may refer to the installation instruction sheet attached with the flow controllers or view the demonstration video available at www.wsd.gov.hk/save10litres/video for self-installation. About Water Efficiency Labelling Scheme (WELS)

20. How can I identify which plumbing fixtures and water-consuming appliances are with water efficiency labels?

The Voluntary Water Efficiency Labelling Scheme (WELS) is a water conservation initiative of Government of the HKSAR. WELS intends to cover the common types of plumbing fixtures and water-consuming appliances. Products participating in WELS will incorporate a water efficiency label which informs consumers of the products’ level of water consumption and water efficiency to help consumers make their choices wisely. WELS has been implemented in phases for different groups of plumbing fixtures and appliances and those covered by the Scheme at present include showers for bathing, water taps, washing machines and urinal equipment. We target to extend the Scheme to cover flow controllers for showers for bathing and water taps in the second half of year 2014.

A registered water efficient product shall have a label affixed to its body or packing to show its water efficient grading. Please visit the WSD website for more information.

21. How much water can be saved by shifting from the use of conventional showers for bathing to one of WELS Grade 1 ?

WELS Grade 1 showers for bathing discharge about 9 litres of water per minute or less, whereas a conventional shower discharges more than 16 litres of water per minute. Take a 4-minute shower as example, a person can save more than 28 litres of water a day with the use of WELS Grade 1 shower.

Evaluation of water saving result

22. The unit of water consumption stated in the water bill is in ‘cubic metres’. How can I convert the water consumption into ‘litres’?

You can convert the water consumption by a factor of 1,000. For instance, 0.012 cubic metre (i.e. cu m) equals to 12 litres of water (0.012 x 1,000).

23. How can I know if the target of saving 10 litres of water per capita per day is achieved?

You can compare the readings on a water bill received after you have participated in the Campaign with those on the water bill you received in the same period last year. You can then divide the “average daily consumption” as shown in the two water bills (click to see the details ) by the numbers of household members in the related periods. For example, an “average daily consumption” of 38 cubic metres (i.e. 38,000 litres) and 22 cubic metres (i.e. 22,000 litres) are stated in the water bills from Jan to Apr 2013 (for about 120 days) and Jan to Apr 2014 (for about 120 days) respectively. Assuming that there were 5 and 4 members living in your household in year 2013 and 2014, the respective water consumption per capita per day from Jan to Apr in 2013 and 2014 is :

(i) 2013: 38,000 litres/5 persons/120 days = 63.33L of water/person/ day; and
(ii) 2014: 22,000 litres/4 persons/120 days = 45.83L of water/person/ day

Therefore, each person in your household saved 17.5 litres of water daily (i.e. 63.33 – 45.83 litres) when compared between 2013 and 2014.

24. Can I use two successive water bills to evaluate my water saving result?

Comparison should be made between two water bills received in the same period of two consecutive years. If you compare the water bill from May to August (i.e. summer) with that of September to December (i.e. winter) of the same year, you will not be able to rule out the seasonal factors affecting water consumption amount (e.g. people usually consume more water in summer due to the hot weather). As such the difference found in water consumption amount cannot truly reflect your water saving result.

25. How many litres of water should be saved if I come from a four-member family but only my sister and I have signed the ‘Commitment Certificate’ to participate in the Campaign?

To encourage more family members to save water in daily life, even though not all family members may have participated in the Campaign, the amount of water to be saved should be calculated on a whole family basis. For your 4-member family, a total of 40 litres of water should be saved daily (i.e. 4 persons x 10 litres).

26. Shall the numbers of domestic helpers be counted into my household members?

Household members include you, your family members and the domestic helpers accommodated in your household.

27. My current number of household members is different from that in the last year. How should I evaluate my water saving result?

If there is a change in the number of your family members, you can divide your latest ‘average daily consumption’ amount by the corresponding number of household members for comparison of water consumption per capita per day with that of the last year. Please see Q. 24 of this page for details.

Others

28. When will the Campaign end?

The purpose of the “Let’s Save 10L Water” Campaign is to provide a platform to encourage the public to make a self commitment in the long run to establish water conservation habits. Therefore, we have not preset an end date for the Campaign. We encourage the public to log onto the webpage of “Let’s Save 10L Water – Joint Declaration” (www.wsd.gov.hk/save10litres) and sign the “Commitment Certificate” on-line to join the Campaign as early as possible.

As for distribution of complimentary flow controllers, in view of the overwhelming response from the public, WSD has increased the number of application quota from 30,000 to 130,000 households, processed on a first come first served basis while stocks last, to help households conserve water.
