Welcome to the Homepage of the Water Supplies Department (WSD)

Water is one of the most valuable resources across the globe. However, with no natural lakes, large rivers or underground water, Hong Kong, a densely populated centre of trade and industry, faces a challenging task of securing a stable and adequate supply of water to meet its development needs. The WSD has a mission to provide reliable and adequate supplies of high quality water to a population of about 7.5 million.

To ensure the sustainability of Hong Kong’s water supplies, we reviewed the Total Water Management Strategy in 2019 to adopt a two-pronged approach with emphasis on containing fresh water demand growth and building resilience in the fresh water supply with diversified water resources combating the extreme effects of climate change. We aim at reducing the per capita fresh water consumption by 10% by 2030 (using 2016 as base year) through promotion of water conservation, water loss management and expansion of use of lower grade water including seawater and recycled water for non-potable purposes. On the supply front, we completed the construction of the first stage of the Tseung Kwan O Desalination Plant, which uses the latest reverse osmosis technology, to produce fresh water in 2023. Its commissioning can meet about 5% of Hong Kong's total fresh water consumption.

The WSD always attaches great importance to drinking water safety and is committed to supplying drinking water compliant with the Hong Kong Drinking Water Standards (HKDWS). We will continue to take forward the Action Plan for Enhancing Drinking Water Safety in Hong Kong to further enhance the drinking water safety at consumers’ taps. We are updating the HKDWS taking into account latest updates on drinking water standards/guidelines adopted in the Mainland, overseas jurisdictions and international bodies. In addition, we will also continue our efforts in promoting the implementation of the Water Safety Plan for Buildings (WSPB) through the Water Safety Plan Subsidy Scheme which provides financial assistance to eligible buildings owners and property management agents of private residential or composite buildings to implement WSPB so as to effectively manage water safety risks in their buildings.
