  • Make forecasts of the overall water demand of Hong Kong Special Administrative Region
  • Monitor actual demand and evaluate the adequacy of the existing supply and distribution systems
  • Recommend programmes for development of additional water resources
  • Monitor and review the implementation of Total Water Management Strategy
  • Formulate strategies and implement work plan to promote water conservation
