The following are some information
on the maintenance responsibility of internal plumbing
for consumers living in a private estate or building.
If you live in a public housing estate, you should contact
the management office who maintains all the estate internal
plumbing.
The Water Authority maintains the water
supply distribution system up to the building or lot
boundaries of the consumers.
Whereas the management office or the
registered agent maintains the water mains and other
associated water supply facilities in the streets and
communal areas within private housing estates.
Within a building, the individual
consumers maintain the internal plumbing system serving
their own flats. And the management office or the registered
agent of a building maintains the communal part of the
pipework system within the building. This includes water
pumps, water tanks, communal piping and other associated
communal installations.
The Water Authority installs
the water meters but the consumers have to be responsible
for the safe custody of the individual meters serving
their premises.
Many common water supply
problems are caused by the lack of proper maintenance
of the internal plumbing by the consumers, the management
office or the registered agent.
For example, poorly maintained water pumps often lead
to disruption of supply, while corrosion in water pipes
might cause discoloured water or even chokage and lead
to weak supply pressure. Regular
checking of the plumbing system can identify and rectify
small defects before they develop into major problems.
