WELS on Water Taps - How to Apply

All manufacturers, importers and other related parties in the water tap business are welcome to participate in the scheme.

Steps to follow:

  1. Click related system link to go to the e-Application System.
  2. Create a user account if new to the System.
  3. Select “New Application” under WELS and choose the product type to apply for WELS.
  4. Follow the screens and complete information required (such as company information, product information, supporting documents, participant’s obligations and any supplementary information).
  5. You should have already appointed an accredited testing laboratory to conduct relevant testing for the product. Select that laboratory from the list in the System.  Complete the remaining steps and submitted this initial application.  The selected laboratory will be notified by an email with a system link to upload the test report to the System.  AFTER the laboratory has done so, you will be alerted by another email to login the system to review the test report.  If everything is in order, please submit this whole application.
  6. Your part is done. We will work on your application and inform you the result in due course.

The applicant shall apply for registration using the proforma letter of application  attached to the Scheme Document. In addition, the following information shall be submitted for approval:

  1. Information of the company, i.e. name, address, telephone number, fax number, email address, website address, contact person, and sale distribution network (e.g. names and addresses of the distributor(s), etc.).
  2. Information of the water tap being applied for registration in the Scheme, i.e. brand name, model no. and/or name, catalogue (if available), two photos clearly showing the front and side views of the tap, and country of origin.
  3. Proposed commencement date to affix the Label to water tap (Year _____, Month _____).
  4. Documentary proof of the approval of the water tap issued by the Water Authority.
  5. Documentary proof that the design (if any) and production system for the water tap is operating according to a recognized international quality system (such as ISO 9001).
  6. Detailed test report in accordance with the reporting requirements specified in Annex 1 of the scheme document. The test report shall be issued by a recognized laboratory complying with the requirement in Section 8 of the scheme document. The required information requested in Sections A5 and B6 of Annex 1 of the scheme document has to be provided in a single section of the test report.
  7. Statement on whether the testing laboratory has satisfied the requirement of Section 8.2, 8.3 or 8.4 of the Scheme Document.
Note: 

Company's chop should be stamped on all the documents provided. All test reports submitted to the Water Supplies Department (WSD) should be certified as true copy. Upon the request of WSD, the participant is required to provide the original copy of the test reports for perusal and a reference sample for each water tap to be participated in the Scheme.

After submission of all necessary information, the applicant will be notified of the result within 17 working days. If the application is accepted, WSD will issue a registration certificate and the soft copy of the water efficiency labels (full and simplified versions) to the successful applicant. The successful applicant can then produce the labels and affix the respective labels to the water tap or its packing.

Details of the water taps registered under this scheme will be kept in a register maintained by WSD. The register will be uploaded to WSD's website for public information.
