To ensure the accuracy of water consumption recorded by a meter,
our computer system maintains a mechanism to check any drastic fluctuations in water
consumption on basis of the past consumption of the account.
The consumption of an account is considered to be high if the most
recent consumption is greater than a certain percentage of its previous consumption.
The anomaly is identified for the consumer's attention and action, if necessary.
If an account is considered as having high consumption over the
previous period(s), a bill message will be provided on the water bill
to remind the consumer that:
- the consumer is responsible for the maintenance of the
inside service;
- the consumer should immediately, but in any case not
later than 21 days from the date of the water bill, take action to ensure
that the inside service is in good condition and all defects, if any, are rectified;
- a common cause of high consumption is undetected leakage
in the inside service; and
- the consumer may consider engaging a
licensed plumber to assist
him/her in locating the cause of high consumption. If consumer doubts the accuracy of
the meter, consumer may apply for a meter test
at his/her own cost.

consumption is lower than a certain percentage of its previous consumption. The anomaly is
identified for the consumer's attention and action, if necessary.
If an account is considered as having substantial decrease in water consumption
when compared with that in previous period(s), a bill message will be provided on the water bill
to inform the consumer that:
- the bill has been calculated in accordance with the meter reading
taken, although consumption appears to be much lower than normal; and
and
- the meter may be removed for testing and should the test show that
the meter is not registering accurately, the consumption for the concerned period will be
calculated in accordance with Waterworks Regulations Section 31.
The consumer is requested to feedback any known cause or explanation for the
decrease of consumption by completing the reply slip at the back on the upper portion of the
water bill.
