High / Low Consumption Notice

Reasons on Issuing High Water Consumption Notice

To ensure the accuracy of water consumption recorded by a meter, our computer system maintains a mechanism to check any drastic fluctuations in water consumption on basis of the past consumption of the account.

The consumption of an account is considered to be high if the most recent consumption is greater than a certain percentage of its previous consumption. The anomaly is identified for the consumer's attention and action, if necessary.

High Water Consumption Notice

If an account is considered as having high consumption over the previous period(s), a bill message will be provided on the water bill to remind the consumer that:

  1. the consumer should take immediate action to find out the reasons for the high consumption in case it is not a change on the consumption mode causing considerable increase in consumption.  In case of leakage, the consumer should repair it without delay;
  2. the consumer may also apply to test the accuracy of the meter concerned provided that the meter concerned has not yet been replaced.  Please note that the meter replaced will be disposed of and will not be available for testing; and
  3. if the high consumption is caused by undetected leakage in the inside service and the required conditions are met, consumer may apply for reduction of water and sewage charges.

Reasons on Issuing Low Water Consumption Notice

To ensure the accuracy of water consumption recorded by a meter, our computer system maintains a mechanism to check any drastic fluctuations in water consumption on basis of the past consumption of the account.

The consumption of an account is considered to be low if the most recent consumption is lower than a certain percentage of its previous consumption. The anomaly is identified for the consumer's attention and action, if necessary.

Low Water Consumption Notice

If an account is considered as having substantial decrease in water consumption when compared with that in previous period(s), a bill message will be provided on the water bill to inform the consumer that:

  1. the meter may be replaced for testing to check if the meter is working properly.   Should the test prove that the meter is defective, the consumption for the concerned period will be assessed and the bill will be adjusted in accordance with Waterworks Regulations; and
  2. if the consumer knows the reasons for the significant reduction in consumption, please inform us by calling our Hotline at 2824 5000 or visiting any of our Customer Enquiry Centres during office hours. This information can help us decide if meter replacement is required.
