Scheme for Installation of Separate Water Meters for Subdivided Units

Nowadays, some subdivided units (SDUs) in Hong Kong have separate plumbing systems for individual units and some even with metering instruments installed.  For those SDUs, the plumbing systems after undergoing minor alterations can provide meter positions suitable for installation of water meters of the Water Supplies Department (WSD) as long as the landlords agree to undertake the obligations on matters related to meter installation and meter reading to the Water Authority (WA).   In light of this, we have formulated a scheme with streamlined procedures to facilitate installation of the WSD’s water meters for SDUs with separate plumbing systems for individual units.

To encourage SDU landlords' participation in the above scheme, the WSD would waive the water fee deposit and the charge for providing a meter for each separate water meter installed under the scheme.

  • The premises are for domestic purpose;
  • The premises are split into two or more units; and
  • There are separate plumbing systems for individual units.
• Application Procedures

  The scheme targets  at SDUs meeting the following criteria:

  • The applicant should be the landlord of the premises or other person who is responsible for management of all SDUs.
  • The applicant should submit duly completed Form WWO 1156 (comprising undertaking and agreement including but not limited to a list of obligations on matters related to meter installation and meter reading to the WA) and other relevant supporting documents.

  • The applicant should engage a designated person (can be licensed plumber, registered plumbing worker or registered plumbing worker (provisional)) to carry out the associated meter installation works upon receipt of the WA’s confirmation that his/her application meets the requirements of the scheme. 
  • Approval to applicant for the meter installation will be given subject to the satisfactory check of the meter positions by the WA. It will remain valid as long as the applicant’s obligations as set out in Form WWO 1156 to the WA are duly complied with.

  After approval, water supplied to individual SDUs will be charged according to the schedule for domestic consumers as stipulated in the Waterworks Regulations.
