Principal Functions and Duties :
- Make forecasts of the overall water demand of Hong Kong Special Administrative Region
- Monitor actual demand and evaluate the adequacy of the existing supply and distribution systems
- Recommend programmes for development of additional water resources and/or additional waterworks installations
- Administer supply planning, asset management and accommodation
- Oversee the emergency contingency plans

Principal Functions and Duties :
- Manage the operation of the department's laboratories and radiation screening centres
- Deal with all matters relating to the quality and treatment of water resources, the control of pollution in gathering grounds and the ecology of impounded waters
- Ensure that potable supplies conform to satisfactory and internationally recognized standards of quality
